If you can see a fuse wire sticking out of the ceramic holder this can be hazardous and you can easily be electrocuted. Ceramic can easily heat up and over a certain period of time can melt the insulation in the cable and start a fire. Of course, loose electrical terminals can also create heat which can lead to a fire.
